The UN is most probably the worst bureaucratic organization in the world right after the former Immigration and Naturalization Service. On the other hand, the concept of some unity (well, doesn't that evoke the famous "Liberte, Fraternite, Egalite"?) has appealed to people for quite a long time. There will always be some sort of 'treaty, union, commonwealth, organization, etc.'as long as it 'battles' enemies such as Communists, famine or AIDS with tons of decrees and resolutions. It is a lot easier pretending a good Samaritan than actually being one. That's exactly what the UN is doing, it gives an illusion that 'someone cares'.
